Most frequently asked Questions in 2006

Candid responses from Gene Zarwell
Campaign Questions:

1. What is single most important issue in stabilizing Maryland’s economy?

A - Rid legislature of Senate President Tom Mike V. Miller and Speaker Mike Busch thus, eliminating corruption base condoned by Attorneys General J. Joseph Curran and Chief Justice Robert M. Bell.

2. How would you grow our economy?

A – Eliminate a legal structure blocking “Sliver of equity” investments in small to medium sized businesses that could grow numbers of jobs to become pillars of our private sector. This especially affects minority and entrepreneur initiatives that are currently blocked by the Attorney General’s overly zealous efforts to impose Sarbanes-Oxley Billion Dollar Company accounting procedures on small companies.

B – It’s kind of like requiring higher minimum wages for small and medium sized business employees putting them into taxpayer classification and then holding back investments to keep those employers unprofitable and out of business to protect lawyers, financial planners and investment consultants who for a percentage will bleed your company to death.

C – Eliminate withholding taxes from Government employees while reducing their wage 28 percent or more depending upon parity within private sector who must pay not only those taxes, but also inflated amounts to cover mandated healthcare liability, workman’s compensation to cover both private sector losses as well as government losses.

D – Give hourly workers tax exemptions for overtime pay, second job pay, vacation and sick pay if used.

3. What is role of Comptroller?

A - Comptroller assures enough money is available for Legislative spending while safeguarding its use to ensure taxpayers contributions are not misused or spent inappropriately on legislator’s three “E’s” – expenditures, earmarks and entitlements.

4.  What is your stand on illegal aliens?

A - Several points - illegal aliens and a problem because of support  from non-profits funded through tax breaks.

B - Each is serious.  We have procedures for aliens to enter our country; some of the world's most stringent regulations regarding non-immigration and immigration.  I am quite familiar with immigration law.  It takes time to process, but has a purpose.  By the way, each document from both Department of Homeland Security and State that is submitted must be in English with or without an Apostilled translation, but certified by a member of American Association of Translators.

C - Those entering illegally come for two reasons - money and opportunity.  Most are invited or recruited for labor to keep prices down; i.e. 2004 tomatoes at $3.00 per versus $2.89 per lbl or about four tomatoes for $3.00.

D - Those employing them create an illegal situation much like many entities that pay under the table to avoid taxes and mandated healthcare and pension responsibilities; i.e.: waiters, handymen, homeless, and day workers, lawyers, legislators and Congressmen (through lobbyists).

E - Without a US photo Id, permanent residence, and 40 quarters of qualified social security credits, they should not receive support through our programs.  However, humanity declares we should help those less fortunate, but what if we have rules that are ignored and they make that decision not to comply.  What is our responsibility?  None.  It was their choice not to comply; and their consequence.

F - Tax dollars are contributed by private sector taxpayers who get very little from government except more legislation that through added earmarks and amendments become bills to pay for more government entitlements, earmarks, and lastly; but, should be first, expenditures on behalf on our common good.

G - To support public sector benies, private sector must raise prices that may or may not out-price them from current markets, making them vulnerable to losses and loss of business when mandated healthcare costs, retirement ,and wage requirements exceed a capacity to generate profit. Thus, there goes our private sector.

H - So, what's the difference between illegal immigrants and public sector employees? Other than, one works hard for less than the other one.  Both are supported by private sector taxes and pricing differentials.

I - This is probably not what you expected, but simplifies our struggle to resolve a perceived problem only exacerbated by terrorism today.  No simple solution, but a complex strategy  of paradigm changes to enforce our immigration laws, and maybe government employment from top to bottom.

5. How would you support environmental efforts?

A – Encourage citizens to form non-profit, private trusts to maintain and manage wetlands, greenways, open-spaces, and community parks.

B – Encourage private operators through licensing of connecting transportation routes to augment government systems that are becoming less efficient and no longer cost effective, thus losing ridership.

6. What would you do to fix our corrupt voting process in Maryland?

A - Create a secure online voting mechanism to allow millions of voters to exercise their right using secure pin numbers and voter ID’s instead of an unverifiable system fraught with fraud and irregularities mandated by Maryland’s Legislative leaders and top cop.

7.  Do you support slot machines for Maryland?

A - If so, why?  Only if productive, taxpayer residents receive annual tax free checks up to 10 percent of gross intake and lower personal income tax from increased revenues from gaming that should go into a general fund taking into account losses from government employee taxes.

B - If not, why? Gaming, although looking like an easy way to raise funds, has an exorbitant initial cost in infrastructure, machines, and its popularity in most states has diminished.  With community access, it does not have any appeal to outsiders to travel where they can support their inability to a “get rich addiction”.  Several states including Nevada and Pennsylvania, plus others, have seen deficits in their budgets instead of windfalls from gaming in previous three years reporting.

8.  What's your position on abortion?

A – I thank my mother everyday for not making that decision.

9.  Do you think you can win this election?

A - Only if there is election reform in Maryland.  Eighty-eight percent of Republicans are registered as Democrats and have been for almost 33 years.

B - New voting machines, by direction of Senate President Tom V. Mike Miller condoned by Attorney's General Office have no integrity or security to prevent neither tampering nor recount.

C - Assumptions are that there are more Democrats in Maryland, so any recount would be favorable to them - even though it takes more than three-quarters of Republican registrations to prove that.

D - Without voter-photo ID's or dipped middle fingers in purple ink, there is no integrity in number or accuracy of votes cast making a challenge virtually impossible - they don't exist.
